In the future world with highly developed technology, the prosperous and decadent city of Marduk is full of drunkenness and debauchery. Although the pampered and beautiful girl Luen Barot (voiced by Hayashibara Megumi) gets everything from the casino operator Sher (voiced by Nakai Kazuya), she can't suppress her desire to find out her true identity. Her thoughts seem to have angered the tyrannical Sher, and thus caused her to be killed. In a critical moment, Barot was rescued by Dr. Ufcouk (voiced by Yashima Tomohito), a crime investigator, and under the protection and permission of Marduk Emergency Decree 09, she has special abilities prohibited by the decree. Ufcouk hopes to use the girl's hands to expose Sher's series of crimes. For her, this is nothing less than a dangerous journey... This film is adapted from the science fiction novel by Okikata Cho and is the first part of the "Girl in the Shell" trilogy (the other two parts are "Burn" and "Exhaust").
