The plot is based on the development achievements and governance experience of Zhili Town, Huzhou, Zhejiang Province. It tells the story of how the children's clothing town has transformed from a "big factory" with a poor environment and disorder into a harmonious and stable industrial new city where people live in peace. In the play, Xia Dejun plays Wan Jiaming, a policeman from a community police station who was born in a scholarly family in Jiangnan and has a typical scholarly temperament; Zuo Xiaoqing plays Qu Xiaohe, a retired female athlete who was assigned to work in a grassroots community. This is the second drama of the male protagonist Xia Dejun to be broadcast on CCTV-8's evening slot after "Special Operations".
