In an anti-terrorist operation, due to intelligence errors, the British special police force mistakenly killed a Middle Eastern immigrant with a child in his arms. The chief of the action team decided to completely erase the scandal, so he found the players who knew the truth to unify their statements and record false confessions. Criminal investigation captain Steve (Martin Compston) was very dissatisfied with the chief's decision, so he resigned and was transferred to the covert operations team of the British Anti-Corruption Agency.
