The border area between the United States and Mexico has become a paradise for drug dealers because of its chaotic management. Narcotics agent Sean Witt (Vin Diesel) is smart and capable. After unremitting efforts, he finally joined forces with his peers to capture the drug lord Lucero. However, Lucero warned Sean, claiming that the latter had made a big mistake. Sure enough, the drug market re-divided the scope of interests due to Lucero's imprisonment. A new drug lord who called himself "Diablo" went on a killing spree.
