Considering the reduced investment confidence of businesses around the world, the status of Hong Kong's international trade center might be in jeopardy. The authorities restructured the water division and set up a special police unit to take charge of maritime security. Captain Ma Rulong (Jackie Chan) was framed while performing his duties and resigned in anger. The pirate leader Luo Sanpao (Di Wei) took the families of officers and soldiers hostage. The authorities decided to use the insider Zhou Yongling to mediate. Knowing that Zhou Yongling had collaborated with pirates, Ma Rulong volunteered to rescue hostages. He reorganized the water division and formulated a plan A, hoping to beat the pirates by working with his boss, Hong Tian-hui (Yuanbiao) and his brother, Hong Yifei (Hong Jinbao).
