The film is set in the debauched Shanghai of the Republic of China period. It tells the story of a "horse racing" between Shanghai gangster Jin Guangrong (played by Ray Lui) and various forces including the Japanese Chamber of Commerce headed by Uchiyama Masahiko (played by Ren Siqi) and dock workers for control of the "Seven Major Docks".
