In July 1988, a new type of bomb was used in the Kanto region for blasting, and World War III broke out immediately. 31 years later, humans rebuilt the city from the ruins, and built a huge city-New Tokyo on Tokyo Bay. The world seemed to be returning to its previous prosperity. One night in 2019, on a closed highway outside New Tokyo, a group of bikers were racing on the road. The leading teenager was a vocational high school student named Kaneda. Suddenly, a strange short man appeared on the street, and the biker boy Tetsuo flew off the road with his car to avoid a car accident. Just as Kaneda was about to question the man, the army arrived in a helicopter. The short man was detained with Tetsuo. Tetsuo entered a strange place, where it seemed that superpowers were being studied. And Kaneda was thinking about how to rescue Tetsuo. Neither of them knew that their future had begun to change dramatically because of the mysterious power-Akira.
