Xiaozhi (voiced by Matsumoto Lixiang) comes from the real new town, and his goal is to become a top trainer for Pokémon. On the day when the trainer's journey is about to begin, he was late and did not get the initial elf. Dr. Oki (voiced by Ishizuka Yunsheng) saw this and sent a very naughty Pikachu who was unwilling to enter the elf ball to the lost young man. So, the two of them embarked on the journey of Pokémon. During the journey, the barriers between them gradually broke, and they met their fellow partners Chengzi (voiced by Sato Kanri) and Zongci (voiced by Hongo Kanata), and heard about the legend of the Phoenix King. "Guided by the rainbow feathers, those who see the Phoenix King will become rainbow warriors..." This theater version is the twentieth film in the "Pokémon" animation series. The plot of the movie is an adaptation of the first episode of the animation series "Pokémon! It's decided to be you!", describing the adventure of Xiaozhi and Pikachu embarking on to become Pokémon masters.
