The film is based on the world of the 2016 video game Final Fantasy XV and forms part of the new Crystal Tales sub-series. It is directed by Takeshi Nosue, who co-directed the Final Fantasy CGI film Final Fantasy VII Advent Children (2005). Final Fantasy XV director Hajime Tabata served as the film's producer, with Takashi Hasegawa writing the screenplay and John R. Graham composing the music.
