The unemployment rate in the United States has soared, and the city has become a sea of crime. The government has activated the Supreme Court and built a high wall to enclose a 3.55 million square meter area called Weyland to house the criminals. The racing gang inside the wall, led by Frankenstein, started a death race and became the spiritual leader of the civilian world through live broadcasts on the Internet. This caused dissatisfaction with the government. The police department intended to eliminate Frankenstein's power and prestige, but failed.
