Set against the backdrop of the reign of Yeonsangun, a famous tyrant in Korean history, the film tells the story of a treacherous minister who pretends to be a loyal subject in front of the king, but is actually the mastermind behind disrupting the political arena. He regards the emperor as a puppet and is actually the "king of kings."
