Adapted from one of the longest and bloodiest real cases in American police history. The title "#211" is a police code that means "robbery in progress." Mike Chandler (played by Nicolas Cage) has been a police officer for a lifetime and is finally ready to enjoy his retirement life. His partner Steve McAvoy is a rookie policeman and his son-in-law. They are accompanied by a 15-year-old boy Kenny appointed by the court to accompany them on duty. Although they are reluctant to bring a burden, they still patrol the city blocks as usual. However, the three soon discovered that fate has put them face to face with a bold and violent bank robbery. They encountered a group of fearless, well-trained and heavily armed robbers, namely Terry, Luke, Rob and Hyde, who caught them off guard and out of firepower.
