Fang Guohui (Andy Lau), the head of the mobile team of the Investigation Bureau, is a capable and hateful person. When he and his men were filming the arcade run by Zhou Chaoxian (Tony Leung), they got evidence that Zhou Chaoxian was running an underground casino and took him to court. Unexpectedly, the judge was bribed and Zhou Chaoxian was found not guilty and released in court. Minister Hou (Li Liqun), who was linked to black money, secretly put pressure on Fang Guohui, and the Investigation Bureau ordered Fang Guohui to take a leave and stop investigating Zhou Chaoxian. In order to further control Taiwan's politics, Zhou Chaoxian publicly announced at a press conference that he would quit the party and run for the Legislative Yuan, in order to oppose the gangster boss Ding Zongshu who was running for the party. When Fang Guohui was depressed, he was encouraged by the TV female reporter Ling Fei (Wu Chenjun) and Minister Feng of the Ministry of Justice to return to work, but he was targeted by Ding Zongshu, who wanted to kill him and then blame Zhou Chaoxian, killing two birds with one stone.
