In May 2001, Qi Quansheng, the secretary of Jingzhou Municipal Party Committee, and his wife Gao Yaju, daughter Qi Xiaoyan, and members of the Municipal Party Committee Lin Yida and Bai Keshu were investigated by the Provincial Party Committee overnight. The person in charge of investigating this matter was Liu Chongtian, the former mayor of Jingzhou and the current deputy secretary-general of the Provincial Party Committee. When Liu Chongtian and Qi Quansheng were working together, they had sharp conflicts over how to plan and build Jingzhou, which resulted in the "one city, two systems" situation of the Municipal Party Committee and the Municipal Government. Qi Quansheng ran to the Provincial Party Committee to demand absolute power in order to realize his iron will to create glory again.
