The film tells the story of how, in the 1990s, police officer Park Joon-mok (Ji Chang-wook), disguised as Kwon Seung-ho, infiltrated the Gangnam Joint Organization, a drug trafficking center, to conduct an investigation in order to overthrow a transnational drug monopoly.
