The story takes place in the Kowloon Walled City in the late 1950s. The fathers of Zuo Gouquan (played by Ruco Chan) and Duan Yingfeng (played by Benjamin Yuen) are both famous masters of Bajiquan. However, a conspiracy caused Duan Yingfeng to lose his father, and Zuo Gouquan's father became a murderer and committed suicide. Zuo Gouquan was separated from his sister and left the Kowloon Walled City to make a living in Macau. Fifteen years later, Zuo Gouquan, who has grown up, returned to the sad place of Kowloon Walled City just to find the whereabouts of his sister. However, he didn't know that everything had changed here. The three evil leaders Feng Chunmei (played by Ng Ka Lok), Ke Wanchang (played by Cheung Kwok Keung) and Fu Shoujin (played by Lam Wai) were in a three-way confrontation, making the residents of Kowloon Walled City live in fear all day long. The upright Zuo Gouquan challenged the three people, and his courage also infected Duan Yingfeng. The two joined forces again to form the Kowloon Walled City Neighborhood Welfare Association to punish evil and promote good, and to do justice.
